What level is your character that's hunting for the Leopard Ticket Pieces and where are you hunting? I doubt monsters that low have ticket drops considering from level 95 until level , there is no Monster Park area. I'll check my own monster book and see what around your level drops them. Also, don't forget about monster drops depending on your level difference.
